National electronic platform

  1. On the main page www.etp-micex.ru go to the “Participants” section and select “Registration of power of attorney”
  2. Fill out the form, in which you must indicate a new login and password.
  3. Within an hour on email You will receive an email with a link that you need to follow and enter a new username and password.
  4. After this, you can try to log into your personal account using the new certificate.​

RTS-Tender

  1. On the portal www.rts-tender.ru, without going to the “Personal Account”, you need to select the menu 44-FZ - Participants - Add user.
  2. In the form that opens at the top, click the “Select from list” button, some of the data will be filled in from the certificate, the rest will be filled in manually, you must specify a new login-password and code word. After filling out all the fields and entering the captcha (text from the picture), click “Submit”.
  3. A notification from the site about the registration of a new certificate should arrive within 24 hours. You won't be able to log in using the new certificate right away.

Order of the Russian Federation "Tatarstan"

  1. You need to go to the portal etp.zakazrf.ru, on the “Registration” tab, click “Submit a request to add a new organization user.”
  2. Select a new certificate.
  3. Fill in all fields with asterisks, incl. you need to specify a login password to log in (a login different from the one previously used) and a passphrase.
  4. Attach a scan of a document confirming the user’s authority (if you are in doubt about which document to attach, contact the portal’s technical support).
  5. Click “Sign and Submit.”
  6. A notification from the site about the registration of a new certificate should be received within 24 hours; you will not be able to log in immediately using the new certificate.

Sberbank-AST

  1. By following the link www.sberbank-ast.ru/freeregister.aspx, on the main page you need to go to the section “Participants” - “Registration” - “Registration of a participant user (new electronic signature certificate)” - “Submit an application”.
  2. Fill out the application for user registration (some of the data is filled in from the certificate automatically by clicking the “Fill in” button registration form"), come up with a login password for logging in (if you have previously used a login to log in to Sberbank-AST, then come up with a new one, different from the previous one) and a passphrase.
  3. Attach and sign a scanned copy of the document confirming the authority of the employee for whom the certificate was issued. What kind of document this is, the organization itself should know, because V different situations it may be a different document.
  4. Fill out the captcha (text from the picture) and click “Sign and send”.

If your certificate contains a role (OID) « Organization Administrator", then the application will be accepted automatically and you can immediately log into your personal account using the new certificate.

If the certificate does not contain the “Organization Administrator” role, then you must contact either another user of this organization with “Administrator” rights with a request to approve the application in his personal account, or contact the technical support of Sberbank-AST ETP at [email protected]

UTP Sberbank-AST (utp.sberbank-ast.ru)

  1. Log in to your personal account by entering your username and password.
  2. Go to “Personal Account” - “Register of Representatives”, then on the “Register of Representatives” page click the “Change Representative” button for the desired user.
  3. In the form that opens, attach the public key file of the new certificate.
  4. Click "Sign and save".
  5. After completing these steps, you will be able to immediately log in using the new certificate.

On the RTS-tender website there are several closed sections accessible only after logging into the system:

My organization- this section allows you to edit company data and make timely changes (if any) to provide up-to-date information (in case the data changes after accreditation).

My applications- in this section the user can submit and withdraw applications, and this section also provides access to information on already submitted applications.

Editing organization information

In order to make changes to information about your organization, you need to go to the “My organization” section using an electronic digital signature certificate. In editing mode, all fields will be available for change with the exception of the TIN; it is also possible to attach documents and add new users.

Adding new documents

In accordance with the law, the participant is obliged to independently maintain the relevance of the information specified during accreditation; accordingly, if there are changes in such documents, the participant is obliged to exclude invalid documents and upload new ones. To exclude unnecessary documents, you need to go to the “document history” section and opposite the one you need, click the “Mark inactive” button.

In order to add a new document, you must go to the “Making Changes” section, specify the document type, select the document using the “browse” button and click “Add document”, after which you must save the changes and send the document to the operator.

Organizational users

You can view your organization's users in the "Register of Authorized Users" section. In this section, you can revoke and restore user powers of attorney and add new ones. When registering a new user, you must indicate his authority, as well as his digital signature. You can also register a new user without a digital signature, but in this case this user will not be able to perform legally significant actions. Applications for new user registration are displayed in the “User Registration Applications” section.

Account management

Section "My Account" serves to view information about the status of the virtual account. Here you can view the organization's availability of funds to support applications. This section also contains information about various documents (return applications, invoices and reconciliation reports). This section has functions for replenishing and withdrawing funds by creating a request (buttons “Create account replenishment form”, “Create withdrawal request” Money"), you can view these requests in the "Documents" section. You can view more detailed information on payments in the “Transactions” section.

Auctions

To search for auctions, there is a section “Search for auctions”, this section is available both after logging into the system and before, but the functions are limited, if you have not logged in to the system using an electronic digital signature, then the functions of submitting applications and requesting will not be available to you clarifications.

Auctions are divided into several categories depending on what stage they are currently in. You can submit applications only for those auctions that are in the “Planned” tab and if the deadline for submitting applications has not expired. To obtain detailed information on the auction, you need to double-click on it.

Request for clarification of documents

If you do not quite understand or cannot understand the provisions of the documentation of any auction, then you can use another function of the RTS platform - “Request for clarification”. This function is also available in the “Search for Tenders” section, to do this you need to open the auction you are interested in and click the “Request for clarification” button, fill out the appropriate fields, attach the document file and send a request by clicking the “Submit” button, in the same way you can send a request and for an explanation of the auction results.

Filing an application

To submit an application for the auction, you need to enter the “My Applications” section using digital signature and click “Submit Application”, then find the lot you are interested in, go to it and click “Submit Application”. Next, you need to fill out all the fields and attach the necessary documents (required by the auction documentation). If the product you offer is different, but at the same time is an analogue of the one required in this lot, you must fill out the equivalence parameters, attach documents confirming the equivalence and indicate the brand of the product. When submitting an application for an auction, the virtual account is checked to see if there are sufficient funds to support this application; if there are not enough funds, the system will automatically reject such an application. A submitted application can be withdrawn at any time (before the end of the auction). Information about your applications, as well as about past auctions, can be viewed by clicking on the “Tender Information” button.

Saved but not sent applications, as well as rejected applications, have the “Formation” status; such applications can be edited, documents can be attached to them, and then such an application can be submitted by clicking “Sign and send”.

Note: A rejected or saved application can be resubmitted only after editing; when submitting an unedited application, the system will generate an error.

It is possible to withdraw an application if it does not have the status “Tendering in Progress” and if it does not occupy one of the first three places, and the funds that serve as security for the withdrawn application are automatically unblocked.

Section "My trades"

The “My Auctions” section contains information on all auctions for which applications were submitted, as well as on the results of consideration of the first parts. Information about such auctions appears in this section automatically at the time of the start of online trading. In order to enter the auction room, you must double-click on the desired auction.

The total time of the auction, as well as its end time.

The numbers of participants in this auction, the proposals submitted by them, as well as the time when such an offer was submitted.

The proposal is submitted through the appropriate window and the “Submit Proposal” button is pressed. In order to new information appears in your browser, you need to refresh the page. Here you can also view statistics on the submission of price proposals by other participants.

Signing the contract

Information about contracts can be viewed in the “My Contracts” section. This section contains all the participant’s draft contracts (signed contracts, contracts in the process of signing, as well as those contracts that were refused for one reason or another). Detailed information You can view it by opening the contract you are interested in, and there you can sign the contract, or draw up a protocol of disagreements. When creating a protocol of disagreements, you must indicate the reason for the rejection and attach the document file.

Feedback

The “Feedback” section contains information about all operator notifications, as well as automatic messages from a participant in the RTS system.

Replacement of digital signature and user registration

An electronic digital signature can be registered on the RTS ETP in two ways.

The first method is when you have changed your digital signature to a new one and you need to register (replace) it, while the user remains the same.

Note: In order to log into your personal account, you will need the login and password from the previous certificate.

The second method is when you want to register a new user and accordingly new digital signature, to do this you need to send a request to add a new user.

Replacing an electronic digital signature

The first step to replace the digital signature is to export it from Explorer browser, to do this, in the browser go to the tabs “Tools” - “Internet Options” - “Content” and click “Certificates”, then select the desired certificate and click “Export”. Next, select a place to save the certificate, you can specify an arbitrary name for the certificate, and click “save”

Step 2: Assigning a certificate to an organization user

The second step is to assign a certificate; for this you need to log in to the system using the login and password from the previous digital signature. Next, you need to go to the “Register of Authorized Member Users” section and click “Edit”, in the window that appears you need to select the “Certificate” section and through “Browse” indicate the path to the new certificate and click “Open” - “Set Certificate”. Now your certificate has been successfully replaced and you can log in using your digital signature certificate.

New User Registration.

In order to register a new user, you need to go to the “Suppliers” - “Registration” section and click “Submit a request to add a new organization user.” Next, you need to select a certificate and click “Submit”, indicate the registration type and click “Continue”. Next, in the registration window that appears, you need to fill in all the fields, attach a document confirming your authority (appointment to a position, or a power of attorney to carry out actions from your organization) and click “Sign and send.” Done - the application has been submitted.

The information system “Electronic platform RTS-tender” (hereinafter referred to as IS EP) operates using system-wide software, currently supported by its manufacturers.   • The RTS tender conducts government procurement within the framework of 44-FZ without additional accreditation on the site. Participants who have valid accreditation at the site before December 31, 2019 must register in the EIS.
  • Within the framework of 223-FZ, small businesses participating in bidding only for SMEs also do not undergo accreditation on the site; it occurs automatically after the registration of such a subject in the Unified Information System. The customer, if he is in the register of customers in the UIS, can undergo automatic accreditation on the site by integrating the organization’s data from the UIS.

Accreditation of other customers and suppliers is carried out as follows. A person wishing to be accredited:

  • clicks the “Login to Personal Account” button in the upper right corner of the main page of the site;

  • choose a role, for example: Registration in section 223-FZ and commercial procurement for participants,
  • check the electronic signature;
  • attach a package of documents (company charter, documents confirming the powers of the director, extract from the Unified State Register of Legal Entities, power of attorney for an authorized person);
  • configure your browser to work with electronic signatures;
  • apply for accreditation;
  • confirm your email address.

According to the instructions, the RTS platform sets a maximum 5-day period for consideration of the application.

How to work on the site

1. How to top up your account for RTS tender 44-FZ

To secure applications for participation in competitive procedures, a potential supplier must open a special account in an authorized bank. The bank sends information about opening a special account to the site. Information about an open special account is displayed in the participant’s personal account. Blocking/unblocking of funds as security for the application is carried out directly on this account. It’s easy to top up a special account – you just need to transfer the required amount to it.

2. Tariffs

The platform's tariffs are set in accordance with Decree of the Government of the Russian Federation dated May 10, 2018 No. 564 and are equal to 1% of the initial price of the government contract, but not more than 2 thousand rubles for competitive procedures, the participants of which are only small businesses and SONOs; 1% of the starting price, but not more than 5 thousand rubles - for other suppliers. The fee is charged only to persons with whom a government contract is issued based on the results of a competitive procedure.

3. Submitting bids for the auction

To apply for participation in the competitive procedure you must:

  • log into your personal account via electronic signature;
  • go to the “Purchases” section and find the required procedure;
  • At the top of the notice, click the “Submit Application” button;

  • Sign and submit the application.

The Internet is filled with offers of paid assistance in registering for the RTS tender and similar electronic platforms, but do not rush to spend money - everything is not as difficult as it might seem. In this article we will look in detail at how to register for an RTS tender and not be rejected.


The article will be useful legal entities and individual entrepreneurs who want to increase sales through tenders, start selling to the state and large corporations, but are not yet registered on any trading platform.

Step 1. Prepare the documents

To be included in the register of bidders, you need to tell the organizers a little about yourself. Collect the following documents:


1. for legal entities:

  • extract from the Unified State Register of Legal Entities no older than 6 months;
  • all pages of constituent documents (statutory documents and amendments to them). Do not attach the order as a constituent document;
  • documents confirming the authority of the manager (protocol/decision/order on the appointment or extension of authority);
  • documents confirming the authority of the person carrying out accreditation (if the electronic signature is issued to the manager, then we scan the decision on his appointment, if to another person, then the power of attorney to carry out actions on the trading platform);
  • a document confirming the right to carry out transactions on behalf of the participant (the same thing: either a decision on appointment or a power of attorney);
  • a decision on the approval of transactions indicating information about the maximum transaction amount (depending on the organizational and legal form, this decision is made: in an LLC by the general meeting of participants; in OJSC and CJSC by the general meeting of shareholders or the board of directors; in a municipal unitary enterprise, state unitary enterprise with the consent of the property owner; in autonomous and budgetary institutions with the consent of the founder; in other forms by the head);

2. for individual entrepreneurs:

  • extract from the Unified State Register of Individual Entrepreneurs no older than 6 months;
  • identity document (ALL pages of the passport, including the cover);
  • document confirming authority.

Make sure that:

  • All documents are stamped;
  • statements are not overdue;
  • All documents are either originals or notarized copies.

Scan the collected documents into high resolution(from 75 dpi), adjust the scanning contrast. Be careful, the most common reason for refusal of accreditation for an RTS tender is unreadability of documents. But don’t overdo it, the weight of each file should not exceed 5 MB. Save scanned documents to your computer or cloud service in one of the formats: .doc, .docx, .pdf, .txt, .rtf, .zip, .rar, .xls, .xlsx, .xps, .jpeg, .jpg, .gif, .png.

Step 2. Get an electronic digital signature

An electronic signature (ES) makes online transactions essential, making online trading possible in principle. Without it, it is impossible to obtain accreditation for the RTS tender, however, you can register on the RTS market and even submit proposals for purchases, but with restrictions:

  • participate only in those auctions whose organizer has authorized participation without an electronic signature;
  • without signing an agreement in electronic form (only off-site in paper form);
  • without withdrawing funds from a virtual account.

To register on other RTS tender sites, you need to obtain an electronic signature and install it on the computer from which applications will be submitted. To do this, we go to the nearest accredited certification center. Their list is on the website of the Russian Ministry of Telecom and Mass Communications. We serve:

  • constituent documents;
  • a document confirming the fact of entry into the Unified State Register of Legal Entities;
  • tax registration certificate.

We receive the certificate and digital signature keys on an electronic card or flash drive. Installing an electronic signature on a computer is described in detail in the RTS-tender knowledge base.

Step 3. Register on the website www.rts-tender.ru

To work on electronic platform you will need:

  • Internet Explorer, Mozilla Firefox or Opera browser latest version;
  • Windows younger than 7 and package NET Framework(if not, you can download the update from the Microsoft website);
  • ActiveX component – ​​ICLCrypt.cab (when the message “This node may require the following ActiveX controls: “ICLCrypt.cab” from “ICL KME CS”” appears at the top of the screen while working with the platform, click right click click on this message and allow the installation of the component);
  • Crypto provider (RTS tender prefers CryptoPro).

Some of the fields in it will be filled in automatically after you add the electronic signature certificate. Please check that this information is correct and complete the form. You will need to indicate the actual and legal addresses, bank details, the maximum possible amount for concluding a contract, information about the authorized person, come up with a login, password and code word to enter the site. Please note that the address in the “E-mail indicated in the register of organizations” field will be visible to all users of the site. In order not to drown in a heap of spam, it is better to indicate there an address different from that specified in the “Main e-mail for notifications” field.


Attach scanned documents to the “Applicant’s Documents” section: a corresponding scan in each tab marked with a red frame. After attaching the document, the selection disappears.

At any stage of filling out the form, you can click “Save draft”, interrupt and continue later. When all the information has been entered and the documents are attached, click “Submit an application for accreditation.” A window will appear to confirm your data with a certificate. The system will then send you an email to the specified email address. You need to open it and follow the link to confirm.


Notification of whether your application has been approved or rejected will be sent to the same email. The decision is made by RTS-tender operators within 5 working days. Accreditation is given for 3 years, but 3 months before this period you will receive a notification that you are unable to take part in the auction. This time is given to renew accreditation.
